The NOS Fram Bypass Filter I got on Ebay a few months did include the restrictor. The original Fram instructions included with the filter indicated that the restrictor is to be installed on the inlet of the filter housing.
I installed the restrictor per the Fram instructions on a '54 261 in a 1950 3/4 ton Chevy and noticed a slight improvement in hot oil pressure at idle. The pressure increased from 10psi to 15psi. The stock 30 psi oil pressure gauge is always pegged whenever the engine is run above idle so am not sure what my pressure is at greater RPMs. I am running straight 30 weight in the engine. I think it was worth installing the restrictor.
