The piece of metal on the throttle shaft is a "lever". The longer the lever, the greater the cable travel must be to achieve the same rotation of the shaft. If the rotation is insufficient, you shorten the lever. I.E., attach the cable closer to the shaft. Maximum rotation of the shaft for any given cable travel will be when the cable and lever are at 90 degrees, when the shaft swings through 1/2 its rotation.
