All 1954 1/2 ton frames also came from the factory with the frame drilled for for the hydra-matic crossmember.

The drive trains (in particular, the transmissions) and frames were built in different factories. The extra "unused" holes were drilled out of convenience - they got used if they were needed when an automatic transmission was part of the build.
