Put a divider or two in the center of it as well, oriented front-to-back. It'll keep things from sliding around, and will help keep things organized in a sort of "compartmental" kind of way. For instance, if you keep a set of gloves there, you'd want them on your side right behind the seat. Or a rag, or some paper towels for checking your oil For something that rarely gets used like ratchet straps or handy wipes, those you'd want to store on the passenger side, where you won't often need them.
Also, cover the metal floor of the shelf with some office carpet or rubber mat to keep things from rattling and vibrating on the metal. I like rubber stair tread riser cover from the hardware store. I bought mine by the foot and keep it around for shop tool projects, cheap tool box drawer liners, etc. It has fine ribs on the top side...make sure you cut your liners so the ribs are going front-to-back on your shelf, otherwise if they're running side-to-side all your stuff will slide every time you go around a corner. I put some of the ribs front-to-back in my tool box, and every time I open or close a drawer all the tools slide front-to-back. They don't slide on the side-do-slide ribbed liners.
If you're a welder, fab a tubing "cup holder" with a bottom in it, and put one in the corners, and keep a can of WD-40 in one, and a can of bug spray in the other. Both will make you feel like a hero during road-side repairs or junk yard trips. Or picnics, 4th of july fireworks, drive-in movies, fishing trips...anywhere you'd give your eye teeth for a can of Deep Woods Off.
