You might be able to turn the adjuster to backen off the shoes to get the drum off, if worse comes to worse you may have to cut the cable at the drum and punch the cable in to get the drum to release. I have tried to free up stuck brake cables in the past, only to have the stick again and loose my brakes to the brakes staying on and boiling the brake fluid, and then having no brakes, Not worth the cost.
