I put a '76 Nova column with power steering into a '51 truck. The column was supported under the dash and with a flange attached to the floor board/toe board.
It would seem to me that you could reinstall the stock column which is probably supported under the dash also. If you cut the outer tube and fastened a flange to it that could be attached to the floor board or toe board that you would have it by the short hairs.
The outer tube would be shortened and secured while the steering shaft would protrude through the firewall and accept a u-joint for the intermediate shaft that went to the power steering box.
You would have to fabricate a lower shaft bearing, or move the old one.
It sounds plausible to me, but I haven't seen a '59 Apache column.
