Valves can often be freed without pulling the head. Remove the rocker shaft and check all the push rods for bends. Remove the plugs and squirt in some Marvel Mystery Oil or its equivalent and let it set. Hit each of the valves with a hammer about once a day and squirt in some more ucl. After about a week or so, run a compression check again. Worth a try before pulling the head.
