To do it properly the spindles would have to be replaced. To do a makeshift fix until you replaced them you can use a sharp punch to bring up a bunch of little 'berries' on the worn portion of the spindle. This will help hold the inner race from turning.
With the punch marks and some quality Loctite retaining compound, the fix will probably last a very long time.
