A Delco regulator #DA-94SE is a self exciting (1 wire only) regulator. It has two tabs and looks exactly like a Delco D668 which is a 3 wire regulator.
It sure sounds like the DA-94SE isn't supplying ground to your charge light/key wire after the alternator is revved up and charging. Again, my guess is that #1 is a dummy terminal, either that or your wire from key to #1 isn't contiguous.
