You mentioned 'Hills.' I have had carbs cause similar problems when on a decent grade because the fuel was running to the back of the bowl affecting the float level and effectively starving the engine! Cleaning the needles and properly adjusting the float (and making sure the float doesn't have a hole in it...) with a carb kit typically fixed the problem...
