As stated above, torque is a force. Without movement whether linear or rotational, torque alone does NO work, nothing. Torque with some motion (linear or rotational) does work. Torque combined with rpm is horsepower. So I don't think that it is accurate to say that torque gives acceleration and horsepower gives top speed. Horsepower is responsible for all.
