Is the balancer hub still there, or do you see a square key in the crankshaft nose, or a slot where a key would have been? If the balancer hub is still there, you'll probably have to split it with a chisel, or get a 3-jaw puller behind the timing gear and pull the gear and hub off together. If you choose to use a chisel, be careful to just crack the hub, without damaging the crankshaft snout in the process. When I've had to remove a balancer hub that way, I usually chisel right over the key to prevent possible crank damage.
