They are available at nearly every parts store in the U.S. - you should be able to order one online. It is a 1 inch thick piece of rubber with a washer on each side, and a bolt through it. As the bolt squeezes the washers together, the rubber "squishes" out the sides - sealing the freeze plug hole. Be sure to measure the size of hole you are filling, as they come in various sizes.
