Yes , early air conditioner, I picked one up in Monroe at the swap meet.It's just like new, with instructions.As you drive and the air blows thru it ,it turns a wind mill type apparatus that spins and blows air that passes over a tray of water. The effect is cool. I paid $10. for it about 18 years ago.Try and find one now, good luck.They are how ever cumbersome and ugly, not for every one.They are a period item tho!!!lol
