I do beleive that that panel is available, I don't remember off the top of my head who has them, though. Classic Parts (Chevy Duty) maybe?
Just eyeballing mine, it does look like the outer roof panel will have to be removed to get to the spot wels at the rear, and perhaps the ones at the front, too. I don't have the assembly manual handy to check for sure.
