No, just saying that an old cable housing, no matter how good it looks on the outside, can have rough spots internally. They usually happen on the outside curve of a somewhat sharp bend,where the internal cable rubs the housing. Newer-design cable housings have a slick Teflon liner that reduces the tendency to develop those rough spots.
