You're exactly right. After my initial post,it occurred to me that I forgot to check it with the OD lockout cable pulled out. I checked it and it works fine with the cable pulled out,so I figure it is the freewheeling clutch mechanism. If anyone has any tips for this repair or a source for parts I would appreciate it.
