The two bottom bolts on the timing cover are threaded through from inside the crankcase. Lots of people drill and tap for one size larger bolt during the job, so the pan doesn't have to be removed again. If there are two headless bolts at the bottom, yes, you will need to drop thew pan. Check on the condition of the rod and main bearings while you've got the pan off, and clean out the oil pump strainer screen, too!
