Todays fuel will form a sticky residue when the fuel evaporates. This can turn into a glue-like substance if the vehicle is unused for a period of time long enough for the sticky residue to dry.
Sometimes, the addition of fresh fuel will disolve some of the glue-like substance; sometimes not.
First avenue to try is to drain the fuel bowl and attach a fresh fuel supply to the fuel pump. Try starting the vehicle daily to see if the condition gets better. The fuel left in the fuel tank should be drained as well.
A superior approach is to disassemble, clean, and rebuild the carburetor (if the B is rebuildable).
Be aware that with the Rochester B, other issues are not only possible, but probable.
