On my 54 I was having the same problem (even back when grandpa had the truck) The wipers never worked very well and grandpa took off the passenger's side wiper arm to give the driver's side more of a chance. Well after I bought the truck I wanted to see if there was anything I could do. I took the vacum wiper motor apart and cleaned 50 years of hard lubricant and placed on a thin coat of vasoline and it works rather well now, with both wiper arms attached.

I still have the typical slowing up and down going up and down grades, that's to be expected with vacum operated wipers, but still better than nothing. I have also heard sending the motor off and have it rebuilt will be a great help too. That and a dual action fuel pump.

I can't remember now what the vacum gauge reading was, this is how I found a easy fixed my problem.
