That's definitely going to be a Canadian thing, a nod to England. So it would have been a local dealer-installed option. The ones I've seen on commercial trucks from the early days involved a cable-and-pulley arrangement to a lever which, depending on the way it was pulled, flipped one semaphore or the other out, and once it was extended, a contact was closed illuminating the light.
