I have used a 12 volt battery charger and a rubbermaid container to derust many parts. Washing soda and water worked great for me.

I used about 10gallons of water to about 2 cups of soda. Connect the positive electrode to a piece of steel, larger seems better. (re bar or just flat bar). Connect the negative electrode to the piece to be derusted. (DO NOT CONNECT THE POSITIVE TO THE PART. THE ANODE IS CONSUMED DURING THE PROCESS). Let it sit for several hours or days in the bath depending on the level of rust and you will have a clean part.

Note: a byproduct of this process is a small amount of hydrogen gas. I keep my electrolysis bath in a ventilated area.
