I am almost certain that bus was cut back. For one thing no school district would need a bus that would carry only 6 or 8 students. Secondly, with that few passengers why would it need tandem wheels?
I would look for something that dates back to the late 30s or early 40s, then cut it back.
I have 1 74 passenger Thomas, one 23 passenger Wayne, one Carpenter/IH 34 passenger and three 19 passenger Blue Bird. Cutting back one of the 20 to 35 passenger buses would not be difficult.
