I just went through the same thing with my 1960. In my case the throttle cable attaches through the same bracket(mounted on the carburetor) that holds the choke cable. The choke cable sheath attaches horizontally, and the throttle sheath attaches vertically with the moveable wire extending down to the throttle below to another brass ball/set screw. This may not be true for the Carter carburetor .
