On my '55 1st the the arms are held in place with a couple of clips with a spring holding them in place. I don't know if the '48 is different or not.
If you are not too hung up on originality I'd convert to electric wipers. My opinion is the vacuum wipers are not up to the kind of weather we have in this part of the world.
