I'm assuming you mean the outside locks? I believe it was a safety thing. It forced you to slide acoss the seat so you wouldn't get hit by cars while trying to unlock your vehicle to get in. Over in your part of the woods they probably would have put the lock on the other side being as you drive on the other side of the road.
