I've seen vehicles similar to what you're describing used as railroad maintenance vehicles. Those trucks have special offset wheels to allow the tires to run on the rails for traction, and retractable dolly wheels front and rear to follow the rails. Look for some evidence of the dolly wheels' mounting brackets when he takes possession of the vehicle. Those accessories, and the special offset wheels were usually removed when the trucks were sold by the railroads.
