I'm doing my '46 with no vin and I had to have the cops's ( a friend ) stop by with a form #VTR-68-A for assigned or reassigned number. Inspect the truck to insure there is no vin number, take that form and the truck to a central DMV, mines in Waco, they will assign a vin and place it on the truck and then you go through the registration process.
