The cover the fasteners go into covers the pushrods & lifters. The oil that lubricates the rocker arms returns to the pan by draining down inside that cover. I don't remember any kind of a seal for those holes. Unless you are getting a lot of leakage I wouldn't worry. You might try snugging the fasteners a little. Show me a stovebolt six that doesn't leak some oil and I'll show you an engine that is out of oil.
