You'll probably be OK plugging the governor fitting, since you don't have one! The function of the governor is to prevent engagement of the solenoid below a certain RPM range, sort of like a little tachometer sending unit. I have a shop manual someplace on these OD's - I'll check to see if removing the gov could have any ill effects.
