Propane will burn the rubber out, or you can drill the rubber in several places to knock the center out. With a hacksaw blade, chisel, or cutoff wheel carefully split the outer steel shell without cutting into the arm. Curl the shell inward to free it from the arm.
Or take it and the new bushings to a machine shop and let them R&R them for you.
