Well, I found my traction tires on Goodyear web site. Link is below.
Also, I contacted Stockton Wheel in Stockton CA.
They are working up a quote for the 19.5 wheels.
I believe the bolt pattern is 8x6.56. Anyway, Stockton wheel can manufacture to any spec.
No response from Wallace/Wade. Goggled for UPS truck rims and didn't find anything close to that.
