My 54 3100 was totally squalid when I bought it but it did move. Well, in a fashion.
Wife was appalled, but liked it a little more each time I progressed the interior. So I fixed that and then turned to everything else. My advice for what it's worth would be, like the others say, get it moving and fix the brakes; next, do out the interior. Then the rest.
