The lack of vacuum advance will definately hurt gas mileage. Thats exactly what they were put on for.The diapram must be ruptured. You can check it with a hand vacuum pump or suck on it. Be careful you don,t know what might be inside of it. How about the initial timing? did you set it with a timing light.
