What I usually do, is attach the brackets to the bumper, finger tight. then use a rag or block of wood on a floor jack to lift/hold it in place. Bumper on the jack with brackets pointed up, lift to meet the frame, put in the end bolt/nut in the frame, finger tite. Then you can swing/lift the bumper up level and put the other bolts in. Saves lifting and wiggling. Also easy to drill out the holes, if needed. good luck
