Actually, it has been legal since the late 70s or early 80s for people to set up a still for fuel production. You need to get a permit and keep records (and have procedures to prevent "diversion" to non-fuel uses). The permit process is done through the Alcohol and Tobacco Tax and Trade Bureau . You don't pay taxes on fuel alcohol.
