No, it screws to the hump of the firewall pad.
The actual location is obtained thusly:
From the lower left corner of the heater control valve, measure down 2 5/8 inches, and then to the left 2 1/2 inches. That is the exact spot for the screw which goes through the bracket on the end of the capillary tube. You will have excess capillary tube, just loop it nicely around so it looks good and is up out of the way.
