Yes you can adjust tappets on an running engine with solid lifters. In the Chevy garage I worked in during the 50's there were mechanics who adjusted them running and those who did it the other way. Each claimed their method was superior. I have always done it with the engine running because it's quicker. Never had any problems with lots of miles on 216's and 235's.
