The one "best answer" to each of your questions, is to contact the MO DMV for specific guidance to meet regulatory and statutory requirements to be able to obtain a title in each instance, if it's permitted by law.

MO Dept of Revenue Motor Vehicle web page. Through there you also have the ability to submit questions to get detailed answers not covered under the general information posted in those pages.
