They always do that. You'll drive yourself nuts worrying about it.

I have 3 or four cars with that type of filter and they all do weird stuff even when they're running just fine. Sometimes they squirt, sometimes they bubble, sometimes they look completely full, sometimes they look totally empty, sometimes they look like they're boiling.

As long as your truck is running, don't worry about it.
