I borrowed a steering wheel puller from Advance Auto parts but as it turned out mine wasn't rusted on and came off without any need for the puller.

Go get one anyway. Advance, Autozone, O'Reilly, etc all lone those tools for free.

You pay the full price on your credit card and when you bring it back they refund you the full amount.

Take off the horn button by prying it up with a little flathead screwdriver.

Remove the big nut in the center of the shaft and install your puller or pull the wheel up with your hands if it isn't corroded into place.
