Any chance you're trying to install them in the wrong positions? Front one in the back and vice versa? The frame width tapers (wider in the back,) which could explain why you're thinking a spacer is needed.
Dan may be right about the brackets may have changed between 53 and 54. The 54 cross-frame brackets look easier to manufacture, and GM may have been looking for cost cutting measures.
