John, do you have that wire (marked in red on the attached) from the park light terminal on the headlight switch connected to the turn signal switch? If so, that would be your problem. Seems that the diagram assumes you're using single filament bulbs in the parking lights. The 1129 bulbs it says to change to are single filament. The turn signal circuits for the front need to be completely isolated from the park light circuits.
