I always wash my bare metal with Dupont's equivalent of Ospho - it is acidic and should neutralize the sodium bi-carbonate (diluted Phosphoric Acid, Sodium Dichromate, Surfactants, and Extenders).
Nonetheless, if the paint manufacturers do not allow soda blasting as a surface preparation, then this topic is a no brainer.
