Okay, I finally wiggled, jiggled, and whatever the window up enough that I could remove the retaining screws, window, and then the window crank mechanism.
I removed the rivets and the pinion replacement that I had installed and everything looked okay. I forgot that there is an intermediate gear between the pinion and the sector and that seemed stuck but it is basically totaly hidden so you can not see how it engages the sector. After working it back anf forth I was able to get it free and while initially it wanted to "stick" at one end of the travel with some excercise it now seems okay.
I plan to excercise it some more and add some gease to try and preclude it sticking again. I need to source replacment rivets for the pinion retainer attachment but should be able to reassemble and move on to another area of my project.
