I did a little bit further research and came across this exploded view in a 1929-32 Chevy Master Parts Book (below). The circled washer is what you are looking for an answer on, so I think this gives you a pretty good "yes" as if there should be one there.
Unfortunately all my resource books don't show that washer part number "821601" in the drawing with any details on the washer specifications. The written descriptions in the book seems to indicate the washer as "813046" - Washer manual advance arm tension spring.
My best SWAG recommendation is to take the screw and spring to the hardware store and find a flat washer that just exceeds the outer lower spring diameter and inner diameter just slips over the screw. That should give you what you're looking for I think.
