Actually, from the way its plumbed in the first picture, I think its an accessory electric vacuum pump that would have been used to improve vacuum windshield wiper operation. Looks very similar to this
Trico unit. Worth some good money if you decide you don't want to hang on to it. Me, I would see if it works and then go from there. They seem to be pretty rare.
