My vacuum wiper did the same thing. After soaking with ATF, it seemed to work but adding the arms stopped it in it’s tracks. I suspect the seals are a bit worn and your wiper motor needs a rebuild. I sent mine to the
WiperMan, and now it works on dry glass!
