Did your spark chaser say why your regulator was "bad"- - - -and did he make any attempt to fix or adjust it? I'm guessing probably not. Delco-Remy went out of business 30 years ago. The stuff labeled "Delco" or "AC-Delco" is an offshore knockoff, regardless of their "Made in USA" claims. Most likely the BOX is printed here- - - -not necessarily what's inside!
