The horn is ground switched, so if the button at the steering wheel is jammed/grounded the horn will be always on.
If if was just barely contacting, it would not floww enough current for the horn to make noise, but it would be a battery drain.
Turning the wheel/messing with the turn signals might have cleaned up those contacts enough for it to be on full time. | | |
